INTERNATIONAL STOKE MANDEVILLE DRAFT RULES FOR CUE SPORTS CLASSIFICATION There are two (2) categories
or classes for those competing in
wheelchairs, i.e. Class1.
Those
players who meet the minimal
disability and who are unable to make and sustain a functional
bridge with their non-cueing hand. Class2. All other players who meet the minimal
disability who can make and sustain a functional bridge with the
non-cueing hand. Definition of a Minimal Disability is;
a) Amputation above the ankle 1.0 GENERAL
RULES 1.1 Cue Sports shall consist of three (3) disciplines ie, Snooker, 9 Ball Pool and Free-style Carom Billiards, to be played individually or in any combination according to the rules & regulations of the World Confederation of Billiard Sports, as defined in the official rule-books of;
The International Billiards & Snooker Federation. (Snooker). EXEPT for the following amendments, exceptions and alterations. (a) Players must remain seated on the cushion or seat of the wheelchair
when playing a shot. Should a players buttocks be clear of the cushion or
seat when striking the cue ball, it will be deemed a foul. (b)
Feet must be kept clear of the floor, should feet or foot-plates
touch the floor when striking the cue ball, it will be deemed a foul. (c)
Players in class 1 may request the Referee for assistance with
rests and equipment etc. (d)
Below the Knee strapping is allowed to keep feet
on foot-plates. Strapping above the waist is not allowed except for
medical reasons. (e)
1. At the Competition
Venue and during play, Players must adhere
to a formal Code of Dress
i.e. Formal Shoes, Formal
Trousers, Formal Shirt, Suitable Tie and if worn a Suitable V-Neck Top 2. OUTRAGEOUS AND UNKEMPT APPEARANCE WILL NOT BE TOLLERATED, INCLUDING THE WEARING OF COLLARLESS OR SLEEVELESS SHIRTS, DENIM JEANS, MULTI-COLOURED TRAINING SHOES. 3. Acceptability of dress will be at the discretion of the Tournament Organiser and if considered unsuitable, the player may be disqualified. (f). In the event of an Official Referee not being available during the early rounds, a nominated referee should be mutually agreed and his/her decisions must be accepted. (g) 1. If a player is not at the match table suitably dressed and ready to commence play at the start time, one frame shall be forfeited;
2. 15 minutes
after the start time, a further frame shall be forfeited;
3. 30 minutes after
the start time; the game shall be forfeited 1.2
Any matter not covered by the above exceptions are to be referred
to the tournament Organiser for decision, guided by the ISMWSF Cue Sports
Section representative, who will in turn refer the matter to the Executive
Committee for possible amendment of, or inclusion in the rules for future
reference. 2.0 REGULATIONS GOVERNING THE ORGANISATION OF TOURNAMENTS AND CHAMPIONSHIPS INCLUDING PARALYMPIC GAMES, WORLD CHAMPIONSHIPS AND REGIONAL GAMES SUCH AS EUROPEAN, PAN-AM AND FESPIC ETC. 2.1
APPLICATION TO STAGE AN INTERNATIONAL COMPETITION (a)
An application in writing must be submitted by the national body of
an association to the Secretariat of ISMWSF at least 12 months preceding
the event or 2 years before a World or Regional Championships.
The Secretariat will then refer the matter to the Cue Sports
Section for Sanction. If the bid is successful the ISMWSF Secretariat will
arrange for it to be placed on the international calendar and inform the
country concerned. (b)
The application must contain details of the following

ENTRY FORMS a)
After acceptance of the bid to stage a
championships, the host country will issue an entry form to all fully
affiliated and paid up ISMWSF members
from within the area of the competition (i.e. World, European, Pan-Am or
FESPIC etc.). b)
After sanction has been given for an event other
than under 3.1 a), the
organising committee
will issue an entry form to all fully affiliated and paid up ISMWSF
members that are invited. c)
The Entry form is to be sent no less than four
months before the date of the championships or Tournament.
It must contain: d)
Entry forms should not be issued to individual players without the
prior consent of the players national body (ISMWSF member organisation) 4.0
FORMAT FOR SNOOKER
CHAMPIONSHIPS AND TOURNAMENTS 4.1 a)
A
minimum of 4 countries shall form a championships or tournament. 4.2
The following will be played to form a Championships: a)
Competitions in each class subject to article 4.0(c) 4.3
The following competitions will be played to form an International
Tournament a) Open competition for all wheelchair players. 5.0
FORMAT OF PLAY
5.1
Championship and Tournaments will be run on a group system as
follows:
4-7 entries
1 group
The winners and runners-up go through from each group and play on a
knock-out basis.
If still tied, the result of the match between the tied players
will decide. 6.0
FORMAT FOR 9-BALL POOL
CHAMPIONSHIPS AND TOURNAMENTS a) A minimum of 4
countries shall form a championships
or tournament. 6.1
The following will be played to form a Championships: a) Competitions in each
class subject to article 6.0(c). 6.2
The following will be played to form an International Tournament a) Open competition for all wheelchair players or 7.0 FORMAT OF PLAY
7.1
Competitions
All competitions shall be played under the double elimination
system according to the rules of WPA . 8.0
COMPETITION
AWARDS 8.1
In all competitions Medals and/or Prizes will be awarded to the
winners, runners-up and losing semi-finalists respectively with the
exception of Snooker Championships with
one group when medals and/or prizes will be awarded to 1st, 2nd and 3rd
places. 9.0.
SEEDING 9.1
For championships, each country should seed their players on the
entry form. 9.2
For championship, the top two (2) players from each country will be
seeded to meet each other as late as possible in the draw. The current
international ranking list will be used for any remaining seeding. All
other players will go into a free draw situation. 9.3
For tournaments, the International Ranking List will be used and a
maximum of sixteen seeds used. All other players will go into a free draw
situation 10.0
INTERNATIONAL RANKING LIST 10.1
The international ranking lists will have a four (4) year cycle
with the first years points being removed on the 1st of January each year
and will be used for all tournaments. 10.2 The Points System

DRAW 11.1
The draw for any nominated championship or tournament will be made
by the organising committee with at least one member of the International
Committee present. Alterations
to the draw may be made in the event of a player being re-(classified who
has not previously held an international classification card (SEE Section
12.4 of these regulations). 12.0
CLASSIFICATION 12.1
Players should be part of the process of classification.
It is expected that in accordance with the principles of functional
classification most players will be classified by consensus between the
participants. 12.2
No player is allowed to compete in a class lower than their
classification.
In a championship a player may only play in the class indicated in
his international classification, except under articles 4.0 (d) and 6.0
(d). 12.3
A player may also be allowed to compete in a class higher than
his/her classification under the following criteria; (a)
The player's National Body (member of ISMWSF) must forward a
written application containing the player's current classification, the
class that he/she wishes to compete in and a document signed by the player
agreeing to accept a higher classification. (b) The
application should be sent at least six (6) months prior to a competition,
to the Secretariat ISMWSF who will forward it to the Cue Sports Section
for consideration. (c) If the
application is successful the player will compete in the higher class of
each discipline at every future Cue Sports Event and cannot revert to the
lower class under any circumstances. 12.4
In the event of a player playing in an International Championship
or Tournament for the first time, their country will give the player a
temporary classification and will be entered in that class with a note
that they do not hold an International classification.
The player will then be classified at the championships or
Tournament by an international panel.
Should this classification be different from that given to them by
their own country, they will play in the new classification given them by
the panel and the draw will be altered. The classification is only
finalised after observation in competition. The player will then be
considered to have an international classification. 12.5
Should any player, having played in previous international
competition, be reclassified for some reason (except under article 12.3),
this classification will not take effect until after the championship or
Tournament has been completed and the draw will not be altered.
The player will adopt their new classification at all future
events. 12.6.
An appeal against any players classification or minimal disability
may be made by lodging protest with the tournament organiser.
The fee for a protest to be £25, of which £20 will be returned if
the protest is successful. However, the Classification Team may protest a
player at any time without a fee. Such a protest will be heard as soon as
possible in the presence of the player and one accompanying person. The Protest Committee
should normally consist of: 13.
The foregoing Sections 1-12 will constitute an official
